Write it up in Notepad if you want or use an html editor such as Dreamweaver or Frontpage (though Frontpage writes REALLY bad code). Both of these editors are WYSIWYG (What You See Is What You Get..pronounced ';Wizzy Wig';) and fairly easy to use.
